To be fair I assume Biden understands the GOP are beyond reason. This is a tactic: he is selling himself as the moderate who can speak to all sides. He is using that narrative as a personal vehicle even though it damages Congressional Dems. If Uncle Joe is elected then we need to look to the Congress to put big changes in front of him to sign as opposed to him suddenly pulling a Lizzy Warren and driving the bus himself. My concern with Sanders is that a lot of his ideas aren't fully thought out and it would take some time to get them worked into an actual bill.
