    They're still guaranteed the right to be citizens if they're born to a US citizen, they just can't use the overseas residence as a "US location". There used to be two ways to acquire citizenship, this basically requires you to do one and eliminates the second.

    Children born to armed service members potentially are granted citizenship, but they must still take the oath.

    US Government employees (Embassy, State Department, Etc.) are NOT granted that, and must petition for their children to be naturalized, and must obtain an immigrant Visa to enter the US to take the oath.
