      As I recall, it was the "budget" aspect of the bill that required the presence of the Senators. I think the R's slightly changed the bill, or maybe just claimed it didn't affect budget items at all, and passed it without the presence of the D Senators. But I think there were subsequent challenges in court on that issue.

      I think at the same time Democrats in Indiana did the same thing, although apparently there is a long history of these types of maneuvers dating back more than a century. I think it's kind of funny, although a mostly futile gesture. As a legislator do you really just want to shut down the legislative process because you lack the votes to block a bill? It seems to me effective legislators do what they can to try to minimize the "damage" of the bill through negotiations. I guess it's a hazard of the my way or the highway approach to government we now have.
      That community is already in the process of dissolution where each man begins to eye his neighbor as a possible enemy, where non-conformity with the accepted creed, political as well as religious, is a mark of disaffection; where denunciation, without specification or backing, takes the place of evidence; where orthodoxy chokes freedom of dissent; where faith in the eventual supremacy of reason has become so timid that we dare not enter our convictions in the open lists, to win or lose.

        I can remember many instances of this in state legs off the top of my head. IIRC there was a scandal during the Dubya admin where Dems in I wanna say TX went into hiding and the TX GOP wanted to use DHS to hunt them down. Even Dubya's hack lawyers said, "um... no."

        It's one of those maneuvers that makes news and pols love news. I have no idea whether it has ever worked other than to get on the cycle but after all... that is the point of it.

          I don't think we'll see it in North Dakota. You flee the capitol in Bismarck for the nearest out of state refuge, you probably end up in Mobridge, SD.

          I think I'd just take the azz-kicking in the vote.

            I'm guessing Mississippi or North Carolina.

                            Rethugs would still lose Maryland and Jersey even if the lines were redrawn, so it's no loss to the Dems if gerrymandering gets fixed.
