          Here's a pretty good summary of PayGo in all its complexity.

          It appears to be like Three Strikes or The Patriot Act: terrible policy but difficult-to-oppose optics so we enabled it out of short-sightedness and now our legacy Members are having trouble extracting themselves from it. We're probably stuck with it until we get new leadership and Pelosi is great in other ways (the bill she dropped today for election reform and ethics is excellent) so we're not in a hurry to do that.
