They most certainly do, and it what they're doing. I remember they had to use it a few years back when a Colgate player was stretchered.
EDIT: It's rule 82.5, first paragraph:
If any unusual delay occurs in the first or second periods, the
official may order the next regular intermission to be taken immediately
and the balance of the period shall be completed on the resumption of play
with the teams defending the same goals. The teams then shall change ends
and play the following period without delay.

The points of emphasis talk about cracking down on late hits in the pros and juniors, and the committee wants the issue nipped in the bud before it gets too bad, so perhaps that's what's going on. I agree that we've seen that let go in previous years, but the call's the call, and if she wants it tight, it's her discretion.
