You are. Teams just can't put all their men on one side of the ball, thereby increasing their chances of recovery. Likewise, the receiving team can't take out the kicking team players by forming a wedge, thereby making it easier for their man to get the ball.
And guys on the kicking team, have to be lined up on the line, no "ten yards back and get a head of steam going before they pile into the receiving team's wedge.
Should make onside kicks a bit more of a crapshoot who recovers, and make them a bit safer as well.What kind of cheese are you planning to put on top?

Owners right now expected to vote on a proposal that would remove requirement for players to be on the field for national anthem, allow them to stay in locker room if they wish, and will fine clubs, not players, if “personnel do not show proper respect for the flag and anthem.”

Part of the reason the league considered 15-yard penalties, I’m told, for kneeling was bc players can’t grieve those like they can fines. By fining teams, rather than players, they’d similarly avoid a potential litany of grievances.

New NFL policy will require players on the field for the anthem to show the anthem and flag “appropriate respect”. Teams, not players, can be fined for not adhering. Will allow players to stay in locker room for the anthem, teams to set their own rules under conduct detrimental.
