            And in the span of two tenths of a second, we also go from 11:59:59:59 on Dec 31 to 12:00:00:01 on January 1.... "0" was merely a very very short period of time....

              To answer this question, draw a line along the effective southern edge of Lake Ontario eastward. If you're above that line, you're upstate. If you're below that line, you're not. This includes the Adirondack Park, the Tug Hill, and the North Country. That's it.

                                I work with a bunch of people from Long Island and NYC. They consider upstate to be anything north of the GW or Throgs Neck.
