The bottom line is the buck stops with the school media directors and the RSN (if there is one). For example, DU was able to negotiate a contract for TV games with NBCSN, because they have a lucrative media contract with Root (an RSN subsidiary of DirectTV). The Gophers have a much stronger adhesion contract with BTN and FSN. I suspect Michigan's situation is similar as well. But you're right a broadcast conflict with a large media market is not recommended.
