    I am in the process of updating the current NCAA Manuals/Guides/Rulebooks - Here are some of them, I will add more as time permits ...

    Good luck finding the 2014 Championship manual. Last I looked it's behind a password protected wall.

        But you can find the information in the 2013- 2014 Division III manual concerning the fact that out of region games do count in the primary criteria as long as you play enough in-region DIII games. (70% of your schedule). It is not clear as to 70% of what, however - after playoffs are over? Regular season only? Including exhibition games that count against your regular season limit? All of the above? None of the above?

          That's up for the committee to decide.

            The excerpt below is from the Sept 20, 2013 - Division III Championships Committee updates

            The Committee agreed to recommend several policies concerning calculation of the in-region competition requirement after reviewing recent survey responses from Division III conference commissioners. Though analysis showed that almost all Division III teams participating in NCAA championships were already meeting the increased threshold of 70 percent for team sports (50 percent for tennis and rowing; 25 percent for golf), the committee recognized that institutions need guidance on scheduling to comply with the new standards. The committee proposed the following, effective with the 2014-15 year: 1) post-season conference competition may not be counted toward meeting the in-region competition requirement; 2) for sports with Spring NCAA championships, institutions may exempt out-of-region contests conducted during one institutional vacation period (e.g. Spring Break); and 3) institutions in years 1 and 2 of the provisional or reclassifying into Division III process shall count as in-region opponents as defined by the various in-region definitions. The changes will require approval from the Division III Management Council.

              For the 70% in effect now - see PAGE 219: 31.3.2.1 Requirements—Division Championship - of the 2013- 2014 Division III Manual.

                the Committee will also re-evaluate the existing access ratio of 1:6.5 for team sports; ensure that championship brackets have an even number of teams for administrative and financial reasons, and consider a revised balance between automatic qualifying and at-large teams, giving greatest emphasis to AQ.

                  “There are a lot of parameters to try to fit into a box, and that’s going to be difficult,” Lauder said.
                  Clearly this guy means restrictions, not parameters. Parameters are numerical values and rarely do you put them in boxes.

                    The amount CBS and Turner pay for the rights to the Division I Men’s Basketball Championship – the primary NCAA and Division III source of revenue – grows by approximately 3 percent every year. Previously, funding grew by 7 percent annually, which provided wiggle room for more spending

                      I had seen that, which is why I asked the questions I asked about the regulation in the first place.

                          The last CBS TV deal was a 14 year/$11 billion deal. It pays for all sorts of things.

                              Men's Basketball Tournament accounts for virtually all of the NCAA's revenues - how that is allocated across D1,2,3, etc is up to NCAA mgmnt, or lack thereof...
