Personally I like the USHL's system for officials.
If you haven't improved enough in three years to be able to be hired by another league, you're fired.
They don't want you hanging around, they want you trying to get better and furthering your career.
Meanwhile college hockey and the WCHA especially seem to be a place where officials go to die.
