    Sure but it would never pass the House which it still needs to do to be enacted. The Ryan House would have backed it...Pelosi not so much.

    To trigger the reconciliation process, Congress passes a concurrent resolution on the budget instructing one or more committees to report changes in law affecting the budget by a certain date. If the budget instructs more than one committee, then those committees send their recommendations to the Budget Committee of their House, and the Budget Committee packages the recommendations into a single omnibus bill. In the Senate, the reconciliation bill then gets only 20 hours of debate and amendments are limited. Only one reconciliation bill can be passed in any given year.[4]

    A reconciliation bill is a bill containing changes in law recommended pursuant to reconciliation instructions in a budget resolution. If the instructions pertain to only one committee in a chamber, that committee reports the reconciliation bill. If the instructions pertain to more than one committee, the House Budget Committee reports an omnibus reconciliation bill, but it may not make substantive changes in the recommendations of the other committees.[31]

    Former Senator Judd Gregg explained the complex sequence of steps involved in reconciliation. He emphasizes the complexity of the process, especially if there is a deep partisan divide:[32]

    Congress passes a budget resolution, with a deadline of April 15. No presidential signature is needed; sometimes the resolution is delayed or never passed.
    The budget goes to both houses.
    It goes to the Senate with a special rule: it can pass with a majority and cannot be filibustered. Other legislation can be filibustered and requires 60 votes to end the filibuster.
    The budget cannot affect entitlements such as Medicare unless the budget includes "reconciliation instructions." In that case, the Byrd rule applies and the primary result must be to reduce entitlement spending. Gregg notes, "If the budget calls for more revenue to reduce the deficit, then reconciliation can be used to produce that revenue via fees or taxes." A reconciliation instruction is a provision in a budget resolution directing one or more committees to submit legislation changing existing law in order to bring spending, tax revenues, or the debt ceiling into conformity with the budget resolution. The instructions specify the committees to which they apply, indicate the appropriate dollar changes to be achieved, and usually provide a deadline by which the legislation is to be reported or submitted.[33]
    After the changes are made, the Budget Committees consolidate them into one bill that is voted on by both houses; it needs a majority in the Senate.
    The final reconciliation covers government spending and goes to the president who can sign it or veto it; the veto can be overturned by a two-thirds majority in both houses.

      Politico Further Explains Reconciliation

      The budget that Congress agrees on would include instructions on reconciliation. Those instructions would say Congress needs to make changes in spending and revenue, and how much. Committees in the House and Senate then debate and vote on how to do that, by a set date. That is the point at which specific programs might be targeted for spending cuts, or various taxes altered.

      The Budget Committee in each chamber then picks up those proposals, bundles them together if they came from multiple committees, and votes. That’s followed by votes in the full House and Senate. A conference committee would settle any differences between the two chambers, and one more set of votes would be taken in each chamber. The final product is then sent to the president’s desk.

          Lindsey Graham is taking over the Judiciary Committee for the Senate for Chuck Grassley. Guess who he's going to investigate?

          As Sen. Lindsey Graham (R-S.C.) gets ready to take the reins as chair the Senate Judiciary Committee, he spoke with Fox News’ Sean Hannity this week about his plans for the new year – specifically as to the kind of issues Graham is prepared to investigate. From the Lexis-Nexis transcript:

          “You know, to my Democratic friends, if you want to look backwards, we are all going to look backwards. I want to know why the FBI reached to the conclusion along with the Department of Justice that Hillary Clinton didn’t commit a crime. Was it because of political bias? […]

          “Did the Department of Justice and the FBI use a document paid for by the Democratic Party? Research by foreign agents to get a warrant against an American citizen that was inappropriate, potentially unlawful? […]

          “We need a special counsel to look at all of this. But I intend to look at it. I’m going to look at it. If you are going to keep plowing everything up in 2016, count me in. If you want to look for it, I will look for it.”

          To unpack this a bit, Graham is describing a handful of interconnected conspiracy theories, including his belief that the Justice Department overlooked Hillary Clinton’s crimes – a rather ridiculous idea already discredited by the DOJ’s inspector general – coupled with similarly odd ideas about the “Steele dossier” and surveillance of Carter Page, a former Trump campaign adviser.

          Graham, evidently, is prepared to use the Senate Judiciary Committee to scrutinize all of this, for reasons that only appear to have merit with the most rabid of partisans.

              I say no problem. If Graham wants to play that game, House Dems should threaten investigation into any Kremlin influence on GOP senate judiciary committee! Nothing will come of the Hillary investigation because its already been reviewed 1000 times. Any Goopers cashing checks in rubles including Lindsey himself? I'd be reeaaaallll curious what that investigation would show....
