    Due to the ongoing Illinois budget crisis, Powerball and Mega Millions may be suspended from sale in the state.

    Lottery spokesman Jason Schaumburg said Powerball would be suspended after the June 28 drawing, and Mega Millions would be suspended after the June 30 drawing if a budget deal isn't reached.

    He would not respond to questions about whether the decision to end sales of the popular interstate games was made by the Illinois Lottery or the organizations that administer the games.

    Rauner called lawmakers back to work to try end the almost two year budget stalemate.

    The House has not yet voted on a $37 billion Senate bill that would cut spending and raise new revenue.

    It’s not clear whether House Speaker Michael Madigan will move that bill or put forth his on plan.

    Whatever ultimately happens, Democrats say the tonight’s speech is a political stunt.
    The special sessions kicks off with Illinois near financial ruin. The pile of unpaid bills has climbed to $15 billion and ratings agencies are threatening to downgrade the state’s credit to junk.

    Today, in a letter to the governor, the Democratic comptroller Susana Mendoza warned the crisis will reach a new level on July 1.

    She said in part,
    It is critical that the state’s fiscal situation be addressed immediately before the cash shortages this summer cause further deterioration.
    Illinois owes school districts more than a billion dollars. The Chicago Pubic School district, which is on life-support, just purchased a $275 million loan at an initial interest rate of 6.39 percent. It is a short-term band aid.

    IDOT is also warning that 25,000 jobs could be lost when more than $2 billion in projects would be forced to stop if Springfield doesn’t pass funding.
    And I'll be one of the 25,000.

    What is causing the gridlock in IL? Split government? And even if so, why is it impossible for them to reach a compromise given the stakes and the damage?

    Stubbornness in raising taxes to where they should be to sustain the state.

    The new (in 2015) Governor Rauner (R) inherited a financial time bomb, and proposed massive cuts across the board as a way to "balance the budget." Since '08, there have been cuts that totalled almost a trillion dollars statewide in education funding, and Rauner demanded more. Cuts were mainly to "social" programs that benefited minorities (Medicaid; CTA, PACE, and METRA (public transportation); higher education, you know the usual slash and burn plan).

    Michael Madigan (D), a LONG term career politician in Illinois is the Speaker of the House for the Illinois Senate. Madigan has proposed putting the taxes back to where they were, or higher, eliminate tax credits for corporations, reclaim lost income from companies that skirt Illinois rules (See also: DNC playbook circa forever).

    Both have ego's the size of Texas and neither wants the other side to win.

    The irony here is Rauner has asked for a compromise bill to come through, sure he'll reject it, but he's looking to work. Madigan has refused to push anything to the Governor unless it's 100% his way.

    Not helping matters is that the legislature has passed band-aid bills to at least keep doors open and lights on, without fail in last second negotiations. To anyone not keeping up with the news, everything appears just fine. But, the State of Illinois is still hemorrhaging money at a rate set in 2014, with no adjustment to taxes or some services to make up the deficit.

    Suburban schools are threatening to not reopen this fall (They also threatened last summer only to get a stay of execution).

    IDOT spent easily over ten million dollars to pay construction crews to remobilize to their worksites after telling contractors that June 30th was it last year and to pack up as if it's a winter shutdown. We're once again being told to treat June 30th as our last day.

    The DMV refuses to mail license renewal information because the cost is a drain to their budget, with only enough finances being given to minimum operate the agency.


    But to John Q. Public, all he'll see is the convenience of no road construction for a week (or much longer).

    It sure seems like JQP ought to be seeing a lot more problems than that. His kid's education is suffering, the state can't afford to hire anybody for construction projects so his neighbor Bob Q. Builder is out of work, and he can't even get his Mega Millions check anymore.

    Why isn't there a big outcry?

    Minnesota fixed that problem with a Democratic Governor with a brain and a Democratic legislature. The public rewarded him with a Republican majority in both houses this time around. And now (not this year but soon) budget problems are the horizon.

    MN had a state gov't shutdown a few years ago that lasted some 5 or 6 weeks. The only thing that caused the government to reconvene and solve the issue was that liquor licenses for Anheiser-Busch expired and sales of all Budweiser products were about to end.

    John Q's kid's school likely has a bit of reserve available thanks to property taxes, so a combination of cutting some expenses/teachers can offset the state's donation to education. Others have taken our loans (See: Chicago Public Schools).

    As for his neighbor, well that's too bad for him, Bob just needs to find a line of work like John.

    For The City of Chicago proper, they've found ways to get by without full State funding for the last two years now. Some social services in less affluent neighborhoods have been shuttered (or, in the case of one woman's shelter run from a church on the south side of Chicago, the pastor and some friends pooled $1000 of their own money and bought lottery tickets, then donating the winnings to the shelter).

    For two years, it's been "business as usual" without a budget, a shutdown isn't going to cause any heartache unless critical services are ever affected.


    As for Mega Millions and Powerball: Wisconsin and Indiana are an hour-ish drive away from Chicagoland.

    Oh yeah, I remember hearing something about that.

    What I really wonder is if that was what the perception was, but in reality only had a small impact on the decision to reconvene.

    Yep. I just plucked the Kos articles language verbatim, should have been almost a Billion, not Trillion.

    Either way, it's been a 12% reduction as student populations have remained level.
