It's all by the honor system, though. I was amazed how shoddily they did the counts (both parties -- but the GOP is better because it actually produces a paper trail of those little handwritten notes (though I'm not sure they save them), whereas the Dem counts were of hands, people standing, counting off, etc).
I'm mad at Iowa for looking like idiots, because as God is my witness caucuses are the way I wish all states did it instead of primaries. I really like the effort and the educational opportunities. The Dems' version is more chaotic, but it's a true caucus.
And coin flips, while rare, are far from unprecedented. There are stories every election about some small race that ended in a tie and had to be broken by done game of chance. The caucuses are just a collection of really small races. No surprise that some required coin flips.
