I can see the legions of USCHO lawyers all getting chills running up and down their spines at the sheer exhilaration of seeing all these rules, paragraphs and subsections.

Chuck, the joke may be on you. If you look at Rule MAAC2001 (a little known rider), the MAAC does not have to put a team in the competition, but will automatically make it to the finals.
Next year they also propose limiting the Jeopardy competition to a single question, even if everyone else wants a full competition.
