Scouting Blackout??

Do colleges have blackout periods where they cannot talk to High school students? I thought that there were restrictions on junior's but I was told that it affected all potential recruits? I know a player who has graduated...so can she be talked to right now? ie June 08...

There are certain times of the year where recruits cannot be contacted by coaches, but they can always initiate the contact.
