They are a small school playing in the top club league (CSCHL) and are playing every team really tight. I am wondering 1) why they don't play in the NCHA D3 league with all of the other smaller Wisconsin schools and 2) how do they recruit quality players away from these NCHA teams? Any info anyone can help me with is greatly appreciated.

No D-III team in the NCHA, or MIAC will play a club team. There are to many other quality teams out there to play. Plus it would be a joke. If you look at team like UWSP who played a weaker team in the MCHA (MSOE)this year, they killed them. Finally a DIII team would have everything to loose and nothing to gain.
It would be nice to see whitewater try and become a DIII team, but I Bet since they have not tried, they are not getting any support from the University, plus they do not have a rink near campus...
The players that whitewater go after are usually high school players who do not want to play Junior or are not good enough. The NCHA teams go after kids with Junior experience period.!!! Most Kids that are playing Junior want to play DI and if they get over looked or they are not good enough they go DIII. Not to many players will want to go to a club team but it happens, but rarely.
This is like comparing DI VS DIII
